Government Health Researchers Pressed to Share Data at No Charge

"Advocates say taxpayers should not have to pay hundreds of dollars for
subscriptions to scientific journals to see the results of research they
already have paid for. Many journals charge $35 or more just to see one
article -- a cost that can snowball as patients seek the latest information
about their illnesses."
The National Library of Medicine's Board of Regents last month recommended
to NIH Director Elias Zerhouni that scientists who receive NIH grants be
required to post their results within six months of publication. However,
the regents recommended that there be some flexibility for journals that
publish infrequently and could be hurt by free access to their contents
within six months. Introducing the American Center for Cures Act " would
require recipients of grants -- not only from the NIH but also from the
Centers for Disease Control and Prevention and the Agency for Healthcare
Research and Quality -- to post their final manuscripts within six months
after publication, or risk losing funding."
