AIHA Learning Resource Center (LRC) Project Update
Summer 2005

This bulletin aims to inform AIHA partners and LRC staff of current news and
activities related to the work of the partnership Learning Resource Centers.
The Learning Resource Center Project is managed by AIHA’s Department of
Information and Communication Technology (ICT) Programs based in the
Washington office with Regional ICT Program Coordinators located in each of
AIHA’s regional offices. For detailed workplans and activity reports,
please see the LRC Project Web site at: http://lrc.aiha.com . Please

1. LRC Dissemination Conference and Training Workshop – September 2005

AIHA is planning an LRC dissemination conference for LRC staff from all
currently funded AIHA partnerships this fall. The conference will provide
LRC staff with opportunities to exchange experiences and best practices in
areas such as the development of staff training programs, community outreach
and support, evidence-based practice, and sustainability. The conference
will be followed by a series of training modules on topics to be determined
following a participant training needs survey. These surveys are being sent
out now by AIHA’s Regional ICT Program Coordinators (Russia-Irina Shumilova;
Central Asia-Pavel Gulyayev; Caucasus-Nika Menteshashvili; and Kosovo-Dusko
Jagodic).

This conference is tentatively scheduled for September 12-17, 2005, in
Almaty, Kazakhstan. (Official details and invitations will be sent by the
Regional ICT Program Coordinators.) LRCs from currently funded partnerships
include LRCs from Central Asia, the Caucasus, the Russian Federation, and
Kosovo. In addition to staff from current partnership LRCs, AIHA intends to
invite several representatives from graduated partnership LRCs. These LRC
staff will deliver presentations during the conference and/or assist in the
delivery of several training modules that will take place following the
workshop. Representatives from graduated LRCs will be selected based on
applications submitted in response to a call for proposals, which will be
sent out within the next several weeks. Only LRC Network Association
members will be eligible to apply, so if your LRC has not previously
submitted a membership application, please be sure to download the form at
http://lrc.aiha.com/English/ProjectInfo/lrc-assoc-memb-form-eng.doc and
submit this as soon as possible.

2. Current LRC Project Workplan Requirements (for Currently Funded
Partnership LRCs only)

Summer marks the end of the LRC workplan year, which means all of the
remaining project reports will be due soon. Please remember that all report
forms are available at the LRC Project Web site – http://lrc.aiha.com

For Year 1 LRCs (LRCs in Russia and LRCs associated with the CAR Regional
Nursing Education Partnership), reports that are due include:

All monthly reports for the past year
Four EBP Specialist Quarterly Reports
One Practice Standard Review
Institutional EBP Survey
Open House Report
Access Survey
Draft Organizational Web Site (if your organization does not already have a
Web site)

For Year 2+ LRCs (LRCs in Caucasus and Kosovo and LRCs associated with the
CAR Regional Medical Education Partnership), reports that are due include:

All monthly reports for the past year
Four EBP Specialist Quarterly Reports
Two Practice Standard Reviews
Institutional EBP Survey
Open House Report
Access Survey
Success Story
LRC Strategic Business Plan

3. LRC Network Association

While AIHA staff have not had as much time as we would have liked to devote
to developing the LRC Network Association so far this year, we are still
working to establish this virtual community, which will serve to support
current and graduated partnership LRCs as well as several LRCs that were not
developed directly by AIHA. Almost 50 LRCs have already registered on the
Association Web site (www.lrcnetwork.org), which also contains an archive of
messages sent to the LRC mailing list. (This archive, located at
http://lrcnetwork.org/index.php?name=PNphpBB2&file=index&c=2, should be
useful for any LRC staff that have only recently started working on the
project.)

Dusko Jagodic and Grigory Naumovets will be leading efforts during the next
year to launch the Association working groups, which cover topics such as
telemedicine, distance learning, and electronic medical records.

If your organization has not already registered with the Association, we
encourage you to do so! Only registered association members are eligible to
participate as paid trainers at AIHA-sponsored training workshops.

(Note: In the last LRC Update, we announced our intention to solicit
trainers for the April LRC training workshop in Sakhalin, Russia.
Unfortunately, we announced this with less than a month to go before the
workshop took place, and we did not have enough time to issue this
solicitation.)

4. AIHA ICT Program Department Update

AIHA’s ICT Department is currently supporting a number of programs and
projects. In addition to the LRC project in CEE and the NIS, AIHA is
preparing to set up the first two LRCs in Africa this summer—one in Asmara,
Eritrea, and one in Lusaka, Zambia. ICT staff are also working on the
following major projects:

• EurasiaHealth Knowledge Network (www.eurasiahealth.org) – In addition to
its central focus on collecting Russian- and other NIS/CEE-language health
resources, EurasiaHealth also features regular bulletins on grants and
funding resources and a guide to free full-text health information
resources. ICT staff are also working to develop on-line program toolkits
that capture the resources and models that have been developed through AIHA’s
partnership programs.
• EurasiaHealth AIDS Knowledge Network (www.eurasiahealth.org/aids/eakn) –
Originally a subcomponent of the EurasiaHealth Knowledge Network, this
project not only collects HIV/AIDS-related information resources, but also
supports the identification, adaptation, and translation of key resources
and guidelines into Russian. The current list of materials translated
through the EAKN project includes several dozen textbooks, training
curricula, reference manuals, and guidelines.
• Regional AIDS Knowledge Hub (www.aidsknowledgehub.org) – This WHO-funded
project seeks to establish a regional HIV/AIDS capacity-building network for
CEE and the NIS. ICT staff are supporting the development of the Knowledge
Hub’s Web site, which is being maintained by Grigory Naumovets and his
colleagues in AIHA’s Kiev office.
• HIV/AIDS Twinning Center (www.twinningagainstaids.org) – As part of the
new HRSA-funded HIV/AIDS Twinning Center program, ICT staff are working with
other AIHA staff to develop a project Web site that will eventually provide
resources on HIV/AIDS that are applicable to developing countries as well as
tools and templates about how to develop a successful partnership.

ICT Staffing News: For those who do not already know, Irina Carnevale (ICT
Programs Coordinator) had a baby girl, Mira Elizabeth Carnevale, on March 6,
2005. The baby and mother are both doing very well, and Irina is expecting
to return to the office on August 29 after also having completed her Master’s
degree program in Public Administration. You can continue to cc: Irina
(icarnevale@igc.org) on reports and messages that you are sending to AIHA
ICT staff. Please also continue to include Victor Stanilevskiy
(vstanilevskiy@aiha.com) in all LRC-related correspondence and reporting.
